Kelly Tinley,
Founder & Executive Director

     Kelly is the Executive Director and one of the original founders of Rock Bottom Ranch. From the ground up, Kelly helped build Rock Bottom Ranch into the transformative haven it is today.

     Kelly holds a Bachelor's degree in Psychology from the University of New Mexico and a Master's degree in Social Work from Arizona State University. Her academic foundation, combined with years of hands-on experience in treatment center settings, has equipped her with a deep understanding of addiction, mental health, and the complex layers that accompany both. 

     As a recovering addict herself, she brings something no degree can teach — a personal, hard-won understanding of what it truly means to hit rock bottom and find the courage to rise.

     She leads Rock Bottom Ranch with grace and truth, walking alongside women as they transition from incarceration and addiction into the abundant, purposeful life that God has prepared for them. Her leadership style is anything but hands-off; she is present, invested, and genuinely committed to each woman's healing and growth.

Janet Hutcheson,
Chairman

     Janet Hassell has served as President of the Board at Rock Bottom Ranch since May 2024, providing a foundation of steady leadership and vision for the organization. She brings a Christ-centered heart for restoration and a deep, unwavering commitment to supporting women as they navigate the complexities of rebuilding their lives after incarceration. Janet’s passion for this ministry is profoundly shaped by her personal faith and a persistent desire to see every woman experience the healing, stability, and lasting hope found in Christ.

     In her professional life, Janet is employed by Pacific Mobile Diagnostics, where she applies the same excellence and integrity that define her board service. Beyond her official titles, she is a dedicated community member, known for approaching every interaction with the same compassion and grace she brings to her leadership role at the ranch. Under her guidance, Rock Bottom Ranch continues to flourish as a sanctuary where women can rediscover their divine purpose, heal from their past, and step confidently into a bright, new chapter of life.

Chuck Eldrige,
Vice Chairman

 

     Chuck Eldridge is a faith-driven business leader and community servant whose life reflects a deep commitment to integrity, family, and service. A devout follower of Jesus Christ, Chuck's faith is the foundation upon which every aspect of his personal and professional life is built.

     Married to his wife Tina for 26 years, Chuck is a devoted husband and proud father of two. He and Tina partner in Rhea Lana of Texarkana and Rhea Lana of Hot Springs, bringing quality children's and family consignment events to their communities.

     Chuck brings over 25 years of experience in the automotive industry, culminating in his role as Owner of Palestine Toyota. His sustained excellence in the field has earned him the prestigious President's Award from Toyota of North America. In addition to his automotive leadership, Chuck serves as a Financial Business Consultant and holds his business education credentials from SMU. He previously served as Board President of the YMCA and currently serves as Secretary and Treasurer of Disciple Church, where his leadership and generosity continue to make a lasting impact.

Amy Byrd,
Secretary

     Amy's story is a powerful testament to the transformative work happening at Rock Bottom Ranch. She arrived as a resident in April of 2022, after years of battling addiction, and completed her one year program in April of 2023. She then stepped into the role of Live-In Resident Manager, where she spent over a year pouring into the lives of the women coming behind her. 

     In the fall of 2023, while still living at the Ranch, Amy enrolled at TVCC, and in May of 2026, she will graduate with a Bachelor's Degree in Religious Studies. She plans to continue her education at Wesley Biblical Seminary in the fall of 2026.

     Today, Amy serves as the Housekeeping Manager at Lakeview Methodist Conference Center, bringing her characteristic work ethic and reliability to everything she does. She is also an active and committed member of First Methodist Church of Palestine, where she works alongside the youth — investing in the next generation with the same grace and intentionality that was once invested in her.

Amy's journey from resident to leader, from struggle to purpose, is exactly what Rock Bottom Ranch exists to make possible.

Rita Shaver,
Treasurer

      Rita's connection to the mission of Rock Bottom Ranch is deeply personal. Growing up in Elkhart, Texas, Rita experienced firsthand the painful ripple effects of addiction — her mother struggled with the disease, and those early years shaped in Rita a profound empathy for women caught in the same cycle of bondage.

   Rita will tell you without hesitation that her greatest accomplishments have nothing to do with a title or a career — they are her children and her grandchildren. The family she has built and nurtured is the treasure she holds closest.

     Professionally, Rita spent nearly 20 years in appliance sales and service, building a reputation for reliability, hard work, and genuine care for her customers. She currently works in the finance industry for Edward Jones.

     Rita is an active and faithful member of Evangelistic Temple Church, where her faith is nurtured and her commitment to community is lived out week after week. That same faith is what drew her to Rock Bottom Ranch and its mission of restoring lives, rebuilding families, and pointing women toward the freedom and fullness that God intends for them.

Rudy Flores,
Anderson County Sheriff

 

     Rudy Flores is a man whose life has been defined by a singular, unwavering commitment to justice, public safety, and service to others. With over 44 years in law enforcement, Rudy has built a career that is as distinguished as it is diverse — one that has taken him from the streets of Galveston to the storied ranks of the Texas Rangers, and ultimately to the office of Anderson County Sheriff in 2021

     Beyond the badge, Rudy is also the co-founder of Texas Forensics Associates, a Palestine-based firm that specializes in teaching and performing forensic investigations. Through this work, Rudy has extended his impact beyond active law enforcement, helping to train and equip the next generation of investigators with the tools and techniques needed to pursue truth and justice.

     Despite the considerable demands of his role as Sheriff, Rudy has generously given his time and expertise to Rock Bottom Ranch as a member of its Board of Directors. His insight into the criminal justice system, his compassion for individuals working to rebuild their lives, and his commitment to community wellbeing make him an extraordinary asset to the Ranch's mission.

Kim Mars

     Kim has served as a dedicated member of the Rock Bottom Ranch Board of Directors since early 2024. A resident of Houston County, she is deeply committed to her community, serving on several local emergency response teams, review boards, and advisory committees. Professionally, Kim has been a vital part of the Crockett Fire Department since 2014 and is a certified CPR instructor, providing life-saving training to Houston and its surrounding counties. 

     Beyond her professional achievements, Kim’s true heart lies in ministry. She teaches faith-based classes through the Speak Truth GO Jail Ministry Team and finds her greatest joy in witnessing the transformative power of God in the lives of the women at the Ranch. Driven by a passion for sharing the love of Jesus, Kim is honored to walk alongside these women as they overcome challenges and step into their God-given success.

Darrell Meissner

     With a career spanning more than 25 years in public service, Darrell Meissner brings both wisdom and a servant’s heart to the Board of Rock Bottom Ranch. Currently serving as an Anderson County Deputy Sheriff in the Civil Division, Darrell also acts as a Mental Health Deputy, bringing a critical layer of expertise to the ranch’s leadership.

     His career is marked by a deep commitment to public safety and rehabilitation, including tenures as a Correctional Officer for the Texas Department of Criminal Justice (TDCJ) and as a Reserve Lieutenant.                   Darrell is a proud graduate of the East Texas Police Academy in Kilgore. His unique blend of tactical experience and mental health advocacy makes him a vital asset in guiding the future of Rock Bottom Ranch.
